In his State of the Union speech addressed to the European Parliament in Strasbourg on 28 September 2011, José Manuel Barroso, President of the European Commission, emphasised the importance of pooling and sharing in a period of financial restrictions affecting defence budgets.
Europe should become a global player, capable of influencing worldwide events. To this end, Mr. Barroso reiterated the need for a strengthened and credible Common Foreign Security Policy, leaning on a Common Security and Defence Policy. Further to his call for pooling and sharing, Mr. Barroso underlined the efforts undertook by the European Commission to establish a single defence market.(1)
Last week, pooling and sharing was one of the central topics discussed during the informal meeting of the EU Defence Ministers in Wroclaw, Poland, on 22-23 September. Participants agreed to make concrete proposals by the end of this year.
EUROMIL shares the opinion that the concept of pooling and sharing should be further developed and take tangible shape, in order to counter the danger posed by general defence cuts to national armed forces.
